The phrase "attributed to" is well chosen here.
As with many quiz questions that claim to refer to quotations, there is no reliable attribution for this quote. This is not the first time that the present setters have set such questions.
The earliest citation that The Quote Investigator could find for this particular quotation was in a book written in 1974 by one Arlene Lorrance: "One way to start a preventative program is to be the change you want to see happen." (Mohandas 'Mahatma' Gandhi was assassinated in 1948.)
Having said that, it could be argued that Ghandi did express similar ideas. In 1913, the Quote Investigator tells us, he wrote "If we could change ourselves, the tendencies in the world would also change. As a man changes his own nature, so does the attitude of the world change towards him ... We need not wait to see what others do."
Arleen Lorrance is a director of Teleos Institute – described as one of its "principle (sic) teachers and facilitators". The purpose of Teleos Institute (there is no definite article) is "to provide orientation, training, experiential practice, challenge, inspiration, education, companionship, and support for those who are consciously choosing the individualizing process; to facilitate the shift in identification from personality to Self; and to encourage integrated, balanced, and creative expression in those who are awakening."
Teleos (the Institute tells us) "is a Greek word pointing to the invisible plan that gives order to Cosmos. Teleos is the overall design or purpose directing nature toward her fulfillment. Teleos is the pattern hidden within each human being that guides the individualizing process. Teleos is the archetypal paradigm that resonates within us as human beings, prompting us to aspire to realize our full potential. Since Teleos is imprinted in each of us, we turn within for guidance and direction and then move outward to give expression to our unique and essential participation in the whole."
